Rotary Encoder

A device model in the simulation engine, reached through a dedicated dispatch path rather than the peripheral registry.
CLK/DT compile to a real quadrature device that walks the Gray sequence onto the two input pins (driven by the standard "position" stimulus); SW is a plain board_io button. Reached through from_config, not a kit, so it is absent from the generated manifest.
